Abstract: 

This thesis describes the design, construction, and operation of a device for the simulation of digital voice communication over a packet-switched data network. The Packet Voice Simulator (PVS) system allows two-way interactive voice communication using standard telephone handsets over a simulated packet network. Three packet voice reconstruction protocols designed to reduce the effects of random packet transport delay through the packet network are described and are implemented on the system. Initial test results using these reconstruction protocols with geometrically distributed packet network delay distributions are presented.
