Treatment of the manager in the Federal Public Service

Abstract: 

The Federal Government, as with any unionized organization, is faced with the requirement of identifying the members of its management team and establishing their salaries and terms and conditions of employment in a manner separate from the negotiations table. This study was undertaken to examine both the identification of the exclusions from collective bargaining coverage and to contrast the compensation treatment afforded the members of the management team with that achieved through the collective action of employees in the various bargaining units. Such treatment has been found to be less than adequate, leading to suggestions for management group action and proposals for positive corrective steps by the employer.
